Clean and wash the lentils. Put the lentils into a saucepan and pour enough water to cover its top. Boil the lentils over a middle fire, until they are finely softened. Then, remove from heat.
On the other hand, wash the bulgur. Put the bulgur into a large bowl. Add the lentils onto. Stir both bulgur and lentils and close the lid. Leave to rest until 20-25 minutes.
Then, put 1-2 table spoon olive oil into a pan. Add finely chopped onion onto. Saute until brown. Add pepper paste and tomato paste, black pepper and optionally red pepper flakes and stir. Finally, pour 1/5 cups water into pan. Boil 1-2. Add this mixture on to the prepared wheat and lentils mixture. Mix all ingredients thoroughly, close the lid of the bowl, again.
Then, finely chop the parsley and green onions. Sprinkle salt into the bowl. Knead about 7-8 minutes thoroughly. Add chopped parsley and green onions into the bowl. Knead about 7-8 minutes thoroughly, again.
Place lettuce in a serving dish. Make patties with your hands. Decorate the serving dish with lettuce leaves and lemon pieces and serve.
