Put 160 ml of warm milk in a deep bowl. Add 100 ml warm water on it. Then add 1 tablespoon of oil and 1 teaspoon of salt to it and mix it with your hand. Then add half a pack of baking powder and 3 glasses of flour. Do not add flour all at once. Add little by little.
Knead until you get a soft dough that sticks slightly to the hand. Divide the kneaded dough into 12 equal parts and make meringues. Place them on a lightly floured counter and cover them with a clean cloth. Let it rest like this for 15 minutes.
Then process 1 large green pepper and 1 onion through the food processor. Then add 1 peeled tomato and 1 pinch of parsley and process again. Then put 250 g of minced meat in a deep bowl. Add the pepper, onion, tomato and parsley you have passed through the ground beef. Put half a tablespoon of tomato paste, half a tablespoon of pepper paste, 2 tablespoons of oil, salt, paprika and red powdered pepper. Mix the minced meat thoroughly. The mixture should be in a spreadable consistency.
Place the dough balls on a lightly floured counter. With the help of a roller, roll it to be thin, close to the size of the plate. Spread the minced meat on the rolled dough. Then put a large pan on the stove and heat it.
Place the lahmacun in the pan. Close the lid of the pan. Turn down the heat when the lid evaporates. Cook the lahmacun on low heat until it gets golden brown. Do not open the lid of the pan too often during cooking.
After cooking the homemade lahmacun, put them in a tray. Cover them with a clean cloth to prevent them from drying out and getting cold. You can serve lahmacun with lots of greens and lemon.
